Open IbisPaintX. Click on my gallery when you enter, and at the bottom left corner click the "+" sign. Then, click on the option that reads "1:1 (SD)."

Then import the picture you want and try to position it in the center (zoom in if you had to.) Make sure you don't spread it out too much since it's going to turn into a circle later.
