Ty Lee's heart sank as she took in the sight. This wasn't just a city in distress—it was a place suffocating under the weight of neglect and cruelty.
"This is what you're dealing with," Haran said, stopping just outside the factory doors. "The people here have been broken over and over again. Promises made, promises broken. You'll be just another overseer to them unless you prove otherwise."
Ty Lee nodded, her usual cheer muted. She followed Haran inside, the stifling heat and acrid stench making her cough. Workers paused to glance at the newcomers, their faces hard and suspicious. Zira moved closer to Ty Lee, her presence a silent but steady reassurance.
"Stay here," Haran said, gesturing toward a wooden crate near the center of the factory floor. "If you're serious about this, you'll need to talk to them. All of them."
Ty Lee hesitated, looking up at Zira. Her friend's face was unreadable, though her eyes softened slightly. "You can do this," Zira said simply.
Taking a deep breath, Ty Lee nodded. She climbed onto the crate, her movements drawing more attention as the workers stopped their tasks to watch. The noise of the factory dulled as murmurs spread through the crowd.
She cleared her throat, her voice trembling slightly as she began. "Hi, everyone. My name is Ty Lee, and I'm the new overseer of Phoenix City."
The response was immediate: murmurs turned to scoffs, and some workers resumed their tasks, uninterested in hearing more. Ty Lee's heart pounded, but she pressed on, gripping the edges of the crate for support.
"I know what you're thinking," she continued, her voice growing steadier. "Another overseer, another set of empty promises. And I can't blame you for thinking that. You've been through so much—too much. And I won't pretend I can fix everything overnight. But I want to try."
A grizzled man near the front of the crowd crossed his arms, his voice cutting through the air. "And what makes you different from the last one? He promised change too. All we got was longer shifts and smaller rations."
Ty Lee met his gaze, her expression earnest. "Because I'm not here to control you. I'm here to listen and to learn. I've seen what happens when people are treated like this. It's not right, and it doesn't work."
Another worker, a wiry woman with tired eyes, stepped forward. "Words are cheap, Overseer. What can you actually do for us?"
Ty Lee hesitated, then nodded. "You're right. Words alone won't change anything. But actions will. I want to improve your working conditions—better hours, fair wages, food for your families. But I can't do it alone. I need your help."
The murmurs grew louder, skepticism evident in their voices. "Why should we believe you?" someone asked.
"Because I believe in this city," Ty Lee replied, her voice rising with determination. "I believe in what it can become. Phoenix City can rise from the ashes, but only if we work together. Be the spark that reignites this city. Help me prove that things can change."
The crowd fell silent, the workers exchanging glances. Haran watched her closely, his expression unreadable. Slowly, a young boy near the back stepped forward, his voice timid but clear. "Will there be food?"
Ty Lee's lips curved into a faint smile. "Yes. There will be food."
The boy nodded, and a few others followed his lead, their expressions softening. Haran stepped forward, his arms still crossed but his tone grudgingly approving. "Not bad," he said. "But words are just the start. These people need to see results."
"They will," Ty Lee promised, stepping down from the crate. "One step at a time."
