Note . .. though they are higher rank leader in the main land + the world leaders, but Mark is highly respected duo to what he has done for the past 10 years, from fighting the siren, uniting the shipgirls factions and stopping the threats of the cubes, and his powers, earned him the respect all the leaders, ( well most of them at least) you could say that in some cases, they would rather follow Mark's orders rather than anyone else, that's how respected he is .
