Jack knows Dave doesn't want to stay, jack cares about Dave.
"Dave.. don't do this, you deserve this and I did for you, I know what this means for me you mean all lot more."

This was the worst and best thing to ever happen to jack, he knew his best friend was getting something he deserved and something he knew not only did Dave need but also really want no matter what he thought the outcome would be, if the afterlife was like vegas or even like life he knew this was a huge burden taken of off Dave's back, he deserved it.
As jack walked Dave right up to the door both jack and Dave were trying there hardest to hold back sobs, so, without being able to get a word in they hugged each other waved goodbye and jack watched as the only person that meant the world to him walked through the door,
Jack will never be able to see or hear Dave ever again.
