Killdip/Billdip/Willdip oneshots

Hello!!! If you're still reading this story, kudos to you because this story was the embodiment of CRINGE! Anyway, I was thinking about doing a new story! This time, not a fanfic, but just a regular romance story. However, I'm having trouble figuring out the plot, so I was wondering if my viewers could tell me how they like my plot so far, and tell me how to improve it. 

Here is everything I have so far! (BTW, IT'S FRIENDS TO ENEMIES TO LOVERS) 

Background info: 

2,000 years in the future- technology has advanced dearly. Two kingdoms, Potentia and Vinan, have broken up and separated, falling into war with each other. War has damaged both kingdoms, but specifically the people of Vinan. As powerful as the Vinan people are, the Potentia government and military had far more resources due to more allies. The people of Vinan are suffering, starving, evacuating, and hiding from attacks from Potentia armies. 

Characters: 

Ruth Madison: (Protagonist) A teenager from the kingdom Vinan. As a child her parents were poor, and with the recent attacks and bombings, Ruth and her family has been forced to live on the streets. She steals resources from the kingdom of Potentia and sells it, in order to raise money to evacuate and afford a new home. It's dangerous, because the crime she's committing is punishable by death. 

Luke Williams: (Antagonist?) A young teenage boy that was recently promoted from guard to government general. Valuable resources have been disappearing lately from the kingdom of Potentia, and it's his job to find out who has been taking them. 

Character background info: 

Before the kingdoms of Potentia and Vinan broke out into war, people were allowed to come and go between kingdoms as they pleased. Ruth and Luke were childhood best friends, playing almost everyday until they got separated from each other.
