01 | Open up PicsArt and add an image of a person.
02 | Go to Draw and select the brush setting.

03 | Choose the brush tool that looked like a blurry circle.

04 | Adjust the size the way you want and save the setting (tick)
05 | If you want to match the colour with the one on the person's, go to Colour (which is on the bottom left) and select the tool that looked like an eyedropper.

06 | After selecting it, drag the some-sort-of colour laser to the colour you want.

07 | Colour the entire face of the person and select Apply when done.
