Amber Lee is locked away in the Starling City Asylum. She's killed so many, that that's the only place that can hold her.
Oliver Queen thinks he's responsible for the way she is. They had been friends when they were little, but they soon drifted apart as Oliver moved on to a different crowd. He left Amber all alone, which she was for the rest of her school days.
Years after Oliver Queen died with his father after going on his boat, he turns up alive and well. He feels guilty for Amber, so he visits her every day. He wants to help her, and he might be the only one that will be able to bring the old Amber back.
