1. Open up your image in ibisPaint x.

Oops! This image does not follow our content guidelines. To continue publishing, please remove it or upload a different image. 2. Open a new layer and start drawing the new eye colour. Make sure to stay away from the pupils.
Use either Dip Pen soft or hard.

Oops! This image does not follow our content guidelines. To continue publishing, please remove it or upload a different image. 3. Go to filters and use Gaussian Blur to blur the eye colour layer. I recommend a radius between 1-12px.
Erase colour from unwanted areas after the blur if necessary.

I recommend using either :
-colour dodge
-add
-linear light
-colour
-vivid light
-overlay
-soft lightSoft light and overlay have a more natural effect while the rest are bright and somewhat glowy.
You can also adjust the layer opacity to your liking.
