In this tutorial, I will be showing you how I did the glow effect around my model using IbisPaint x.
If you are not familiar with ibisPaint x or have never used it before, I highly recommend taking a look at the tutorial book by shila_love.

You will need:
- a clean model png
Step 1
Open up a canvas and open up two layers. In the first layer, make a solid colour background and in the second layer open up your png.
Step 2
Between the previous two layers, open up 3 blank layers. If you open layers as you go, you will have the same results.
Step 3
In layer 2, make a glow around the png.
For the brush, I used the 3rd Airbrush (trapezoid 20%).
The opacity must be at 100 and the size should allow for a very dispersed, spaced out glow. Mine isn't dispersed enough.
To soften the glow further, use Gaussian Blur under filters.
Although I didn't do this, you should reduce the opacity of the entire layer to less than 75 after drawing the glow.
Step 4
Next, make a more condensed glow around the model in layer 3. Use the same colour as the previous glow effect or lighten it slightly.
I used the 2nd Airbrush (trapezoid 60%).
Opacity must be at 100. The brush size should not be very big. I recommend using a smaller brush than I did and not making it too thick.
Step 5
In layer 4, draw hair strokes around the models hair. Don't add to many.
I used the 1st Dip Pen (hard) as my brush.
The opacity must be 100 and the size should be between 0.8 and 2.5.
You can lighten the colour if you want.
By now, your layers should look like this

Cancel out layer 1 and make the background transparent before saving your work.
You'll now have your original png with its glow effect which you can carry to PicsArt or another editor if you choose.
Final Result:
