When ever supreme stands still, every other thing with in range (13ft/4mt ) will be incapable of moving. All frozen in the position taken when the user stops in place.
Example:
If the user was running while being chased by somebody, if they decide to stand so very still. The person running after them will be frozen in place, in the same position they were in when you stopped.
The user can used this time to think out their options, or a strategy to get out of the situation they are in.

Weakness -
Low durability, almost fragile. Ability is close range, has no effect things outside.
Ability only activate when supreme stands still, so that leaves the user stuck in place. They can't move, attack, or defend, just think.
Specifically vulnerable to enemies who can somehow attack from outside of its range or take by surprise. Like a sniper.
People under it effect, can still think like normal. While physically frozen, they can still think of ways to fight supreme.
If the user starts to moves again, their enemies can now also move .
