But he wasn't saved. Peter was sent by God TO SAVE HIM, to preach Jesus' gospel and to have him born again of Water and Spirit like Jesus talked about in John 3:5. The Holy Ghost, being filled with the Spirit, was something that God saw as very important that Cornelius and his family recieve the Holy Ghost!
Note the only way that it indicates that Cornelius and his family get saved:
For they heard them speak with tongues, and magnify God. Then answered Peter,
Can any man forbid water, that these should not be baptized, which have received the Holy Ghost as well as we?
Acts 10:47-47 KJVCan anyone stop these guys from getting baptized as we did (In the name of Jesus in Acts 10:48) since they got the Holy Ghost the same way EVERY ONE OF US DID??
Wait, everyone who got the Holy Ghost spoke in tongues and magnified God? And this was the only way Peter identified what was happening as the Holy Ghost?
So that means that the Holy Ghost is evidenced by speaking in tongues!
Hold up Noah. That's just one example.
Ok, here's some more!
He said unto them, Have ye received the Holy Ghost since ye believed? And they said unto him, We have not so much as heard whether there be any Holy Ghost.
Acts 19:2And when Paul had laid his hands upon them, the Holy Ghost came on them; and they spake with tongues, and prophesied.
Acts 19:6 KJVSo Paul meets these people who are believers in Christ, they know the gospel, the only problem is that they haven't heard about the Holy Ghost and they aren't baptized in Jesus' name. Paul isn't like "Oh, cool, well the Holy Ghost is just some thing you already have because you believe, and it's not really a big deal."
Paul immediately showed them the truth, that no belief alone and no "Sinner's Prayer" alone can save them, but they have to be filled with the Spirit and baptized in Jesus' name! And being filled with the Spirit meant speaking in tongues!
One more example, in the beginning of Acts 2.
And when the day of Pentecost was fully come, they were all with one accord in one place.
And suddenly there came a sound from heaven as of a rushing mighty wind, and it filled all the house where they were sitting.
And there appeared unto them cloven tongues like as of fire, and it sat upon each of them.
And they were all filled with the Holy Ghost, and began to speak with other tongues, as the Spirit gave them utterance.
Acts 2:1-4 KJVWow! Another instance of speaking in tongues when you're filled with the Holy Ghost!
In fact, I would go so far as to say that in all my years of being a Christian, never have I found one single verse saying speaking in tongues isn't a sign of receiving the Holy Ghost, or that there's a Holy Ghost filled believer out there that doesn't speak in tongues! There may be some chapters that don't mention speaking in tongues when someone gets the Holy Ghost, such as Saul's baptism in Acts 9, before he changed his name to Paul:
And Ananias went his way, and entered into the house; and putting his hands on him said, Brother Saul, the Lord, even Jesus, that appeared unto thee in the way as thou camest, hath sent me, that thou mightest receive thy sight, and be filled with the Holy Ghost.
And immediately there fell from his eyes as it had been scales: and he received sight forthwith, and arose, and was baptized.
Acts 9:17-18 KJVBut then scripture later tells us that Saul/Paul speaks in tongues, and does it all the time too!
I thank my God, I speak with tongues more than ye all:
Yet in the church I had rather speak five words with my understanding, that by my voice I might teach others also, than ten thousand words in an unknown tongue.
