Enemies since around the time of The Hobbits
Both have their issues with each other

He lived in different places in his life.
Thorin's Halls, Lonely Mountain and Glittering Caves

Legolas and Gimli meet at the Council of Elrond with their race
They volunteered to represent their race to destroy the One Ring
Both started off having a bit of an altercation with each other
Eventually got to know each other throughout their journey
Eventually, having a friendly competition with each other
They are willing to fight side by side with each other
Eventually travelled the world together
