In hindsight, promises were meant to be broken. Willow shouldn't have expected any differently.
When the Cullens left, so did Jasper. Willows life completely changed. Paul became distant, Bella became a shell, and Willow became rage.

I want to start off by saying I'm sorry. I didn't get to say goodbye to you before we left. Everything happened so fast, and decisions were made. We've relocated to Scotland. It was Rosalie's idea. You would like it here. The family is currently split up.
Jasper and Edward had a horrible fight. They blame each other for what happened and having to leave the way we did. I'm not supposed to say anything, but Edward totally guilted Jasper into leaving. But in the end Jasper is a grown man and he made his choice. I didn't feel bad when Jasper ripped Edwards arm.
Edward is in Brazil wallowing in self-pity. He calls every once and awhile. I haven't seen him since Carlisle reattach his arm. Rosalie was the last one to see Jasper. She said she found him in a penthouse suite in France. She said the room reeked of sex and that Jasper had two people in his bed. A human male and a female witch. She also told me I probably shouldn't write about that to you and I'm just now remembering that. Forget I wrote that.
He disappeared in search of his sister.
Alice went traveling with Cassie and Ezekiel.
Esme is not handling the family separation well. She has fallen into a sort of depression. Carlise is worried for her. That's why he took her on a trip to an island he bought for her. So, it's just me and Rose right now. She's mad about the entire thing.
It's a mess.
I hope you are doing better than we are. I miss you red. Rose does too. Even though I haven't seen Jasper, I know he does too.

Willow stored the letter in a leather keepsake box. She had read over it three times and every time her eyes scanned over the part about Jasper in France, her blood boiled with anger and betrayal. She didn't have time to dwell on it.
She had to go see Paul.
Koda explained a lot the night she went for answers. He had a responsibility, a tie to the pack, (as he called them). It was a family responsibility going back generations. He was to help guide the pack and be there to be of aid to them. He received a call from Quil Ateara III called telling him that Sam had phased, and he was needed. Koda's training wasn't over and despite pleas with his parents he couldn't go until he was deemed ready.
On his 20th birthday he came back to Forks ready to help, but at that point two more had already phased. Jared Cameron and Paul. Ever since then he has been helping the pack in any way he can. He told her that Sam is considered the Alpha, but it might change if his cousin Jacob phases. Apparently, their great-grandfather, Ephraim Black was more than a Chief, he was the last Alpha which would make it Jacob's birthright if he wanted it.
Nobody knows for sure what causes the initial phase. Koda believes that it skips every two generations and presents when there's a high spike in emotion and hormones. It's just his theory though. Either way Willow had to see it and hear it from Paul herself.
