Heatwave is really strict about relationships when they are on academy grounds, as he certainly wants to avoid that type of discussion with the recruits and personally does not enjoy the fact that anyone would even try doing it there.

The rule was originally created due to Blades and Chase (Ok, Blades was the real one trying to break the rules in this scenario), but they weren't really upheld that much. The only reason it became more of a big deal is when Blades flat out was exposing the rule when he caught Heatwave and High Tide apparently too close together that it could be seen as a problem.

the rules were updated, and in violation would have possible suspension of teaching and a FFUA sent out (File. For. Unholy Actions. - Made by Heatwave himself and was agreed by the teaching board of Cybertron and is used by all staff for any academy) to be read over and recognized for everyone, and no one ever wanted to be sent those fifteen pages worth of agreement stuff.

Ratchet and Optimus had no idea FFUA even existed as it was never full brought up in a discussion, so when they just so happened to get caught breaking it (and out of everyone, it was Chase who found them), it was truly torture. The two managed to get a full blown lecture regarding this system and how he flat out expected so much better from them both because they were basically grown men.

The real torture was having to read those fifteen pages worth of stuff that no one wanted to read, not to mention both Ratchet and Optimus were suspended from the academy for a day.
