He says that back before he was captured and brought here, he saw how some people treated others so badly. With so much hate and unkindness. It made him sad, and he obviously didn't like to feel that way.
SCP 999: *determined gurgle*
He says from then on, and still to this day, he decided to be friendly and kind towards anything he came across. Be it a living thing or an inanimate object. It really doesn't matter to him.
SCP 999: *crawls up on my shoulder, nuzzles my neck*
