History of the Time-Turners

"Where should I put your new necklace Minister?" a young Cornelius Fudge asked.

"On my desk in its small, emerald case," the Minister replied. "Be careful with it, Fudge. It was sent especially from my goblin friends in France."

Fudge nodded curtly, turning and walking away. Minister Millicent Bagnold approached Barty Crouch Sr and struck up a conversation with him. All the while, James Potter was crouched in the corner, watching and listening intently.

"And what of the Unspeakables?" Bagnold asked.

"No word from them," Crouch replied, his expression not changing one bit. "They have been very secretive about something, not letting anyone in or around their Department. Best to leave them for now."

The two exchanged a couple more words and topics until they went their opposite ways, Bagnold going in the direction that Fudge did. Once there was no one else around in the hallway, James slowly creeped through and into what looked like an ordinary door. Going through, James took out his wand and prepared himself in case he ran into something unexpected or unwanted. He knew this was the way to the Department of Mysteries because of the one time he had been given a tour of the Ministry and his tour guide, which happened to be Millicent Bagnold, told him the same ordinary door he had gone through was to be kept out. The only explanation is that it was the way to the Department of Mysteries

The hallway was no longer glamorous or posh but the walls were completely black; the only thing giving him light were the torches that hung along the walls. At the end of the hallway was a black door, which at first glance seemed dangerous and forbidden. Though it certainly was forbidden given the way he snuck into the Ministry, he doubt it was dangerous since all he needed was a Time-Turner. But James couldn't help but feel uncertain as he approached the door. It was called the Department of Mysteries for a reason.

James opened the door.

It was a large circular room, with many doors that looked identical to the one he had just gone through. Upon closing the door, the room began to spin. The ground that James stood on was the only thing in the room that did not move. Once the room stopped spinning, James realized he needed to go through one of the doors, hoping it would lead him to the Time-Turners. Opening the door nearest to him, the first thing he saw was a giant plaque on a desk, which had a label reading ESSENCE OF TIME. 

"This must be it..." James muttered.

He felt extremely fortunate to have gone through the right door in his first attempt, because it could have ended badly. But looking around the room carefully, there seemed to be a lot of indication he was in the room he wanted to be in. There were crystal balls with voices, numerous ticking clocks and figurines that did repeated movements, where a label in front of the figurines had a date. These figurines, James thought, were old creatures and people reenacting past events. He could stay here and admire things for hours. But the one thing that he had come for were-

"-the Time-Turners," James gasped.

He had noticed a number of shelves in the corner of the room, where there were a hundreds of Time-Turners. He had only ever seen pictures and models of them. But he anticipated them to be much smaller. But the ones he was staring at, and the one that Neville had shown he and Lily, were a lot bigger. Again, there were set dates on each of the Time-Turners. He needed to get the right one. As James searched the shelves for the year of 1997, he couldn't help but notice multiple signs that read DANGER and DO NOT USE. One particular piece of parchment had writing on it which James paused to read through in case it was important. It looked like a letter which someone had received or is preparing to send to someone, though there were no names or initials on it.
