At the far edge of the southern world lies Vestal, a subcontinent filled with dangerous beasts and largely devoid of civilization. Comparable to a wilder and deadlier Australia, its untamed nature has long deterred settlement. Over the past century, however, nearby nations began establishing outposts in the north, using the northern islands as places to exile political dissidents. Plans for broader colonization were underway until two unknown powers, later identified as the Holy Sanctium Empire and the Cignus Federation, suddenly appeared. 

These powers launched a brief but decisive war against the northern settlements and colonies of the Empire of Parpaldia in Vestal, ending it within a week. Parpaldia’s Napoleonic-era military proved no match, and its influence never fully recovered. After their victory, the two powers refrained from broader conflict but maintained massive occupation and colonization efforts in Vestal and the surrounding regions. For the next few years, other nations avoided the area, uncertain of these new powers intentions. 

Three years later, in 1638, Japan’s unexpected arrival in this world brought renewed attention to Vestal. After winning two consecutive wars—against Lauria and Parpaldia—Japan prevented Ludius from pursuing its planned invasion of the subcontinent to take revenge against the two powers. This development upended the regional balance, leading Japan, the Holy Sanctium Empire, and the Cignus Federation into an uneasy silent cold war. 

Reluctantly, the three signed non-aggression pacts, agreeing to limited trade with select nations, primarily Japan and Mu. However, Mu and Japan remained wary of the two powers, recognizing their potential threat. The militarization and secrecy surrounding them left many questions unanswered, particularly as tensions with the Gra Valkan Empire continued to grow. For now, peace holds, but uncertainty looms over Vestal and the region.

Catralpas, Holy Milishial Empire

Catralpas was a massive, modern city by Earth’s standards, its skyline dotted with towering skyscrapers and extensive port facilities reflecting its status as an important economic hub. These qualities made it the ideal location for the 11-Country International Leadership Conference. The city could easily accommodate ambassadors and their military escorts from all participating nations, while simultaneously showcasing Milishial’s superiority over others in subtle but undeniable ways.

The port’s control tower was abuzz as ships began arriving.

“First Civilization, Torquia Kingdom is arriving! Seven ships-of-the-line and one delegation boat, eight in all!”

“Got it, have Dax from the First Civilization greet them.” The arriving ships were assigned an appropriate guide.

“First Civilization, nation of Agarta is nearly here, convoy of six magic ships and two civilian sailing ships.”

“Got it.”

The port manager, Bronto, loved the leadership conference.

After all, the countries used “escorting our diplomats” as an excuse to roll out their latest warships in a show of strength—though, by Milishial standards, they were often quaint and outdated. To a military enthusiast like him, working this event was like being at a festival, with the chance to see a variety of interesting ships and take photos as souvenirs.

"Truly, none of them are as impressive as the ships in the Zeroth Magic Fleet, but I digress." Normally, the only time he’d get to see such a collection of warships was during the Zeroth Fleet’s yearly joint training event with some western island countries. They couldn’t allow their guests to be intimidated, as even a single cruiser from the Zeroth Fleet dwarfed anything the visiting nations brought—most visitors mistook them for battleships.
