In the second half of November, events escalated as we prepared for a potential war. With the conflict in Sanctium igniting, I wanted Cecily and Lisa evacuated from their country, but they refused. I had intended to establish a proper diplomatic procedure beyond just a consulate between our nations this month, but the war hindered that progress. Meanwhile, I authorized the expansion and construction of up to 40 shipyards across the country.
With abundant manpower and resources, I had no immediate concerns—only time was a limiting factor, as completing and operationalizing the shipyards would take a while.
In the southern islands of our territory lies the Carpentaria Archipelago, home to just over 100,000 people and featuring an Australian-like wilderness filled with spiders, snakes, and even kangaroos.
The region holds vast mineral and ore deposits, leading to the creation of a massive quarry and mining site founded three years ago, now fully operational. Currently, a large portion of small ship prefabrication, such as river-class vessels, is taking place there. As far as my eyes could see, dozens of unfinished hulls were being welded—some cut in half, others missing their bridges. I counted up to 50, assuming each was being built separately rather than assembled like a jigsaw puzzle.
We had a significant number of corvette-class ships, primarily for brown-water navy operations, patrolling our ocean, conducting anti-submarine warfare, and serving as convoy escorts for our planned expeditionary fleet. Each ship was barely 70 meters long, weighing around 600 tons, armed with 100mm naval guns or 150mm short howitzers as primary weapons, with machine guns mounted on both sides and anti-aircraft guns at the stern. Their specialized weaponry depended on their specific loadout.
"As of the moment, we have 109 river-class ships in service, two Retribution-class destroyers, and a single BBGX-class guided missile battleship currently being fitted out. It is expected to enter sea trials before the end of the year, Mr. President," Leo said as he gazed around at the metal and rust scattered throughout the shipyards.
"We've already achieved 30% of our target, and we're rolling out our prototype coastal submarines. Once testing and development are complete, they will be scaled up as fleet submarines and mass-produced for service," he added.
I turned around, covering my nose from the smell of welded metal.
"Excellent," I said as I walked past the bow of a ship, watching workers bolt plating onto its metal skeleton.
"We're still bringing in people willing to migrate to this region. If we consider the output, each ship only requires 31,000 man-hours to build, but we still face challenges with worker rotations and rest periods. Sir Nathan is already on his way to bring around 40,000 more people and to establish three or four new towns here for the workers and their families who agreed to relocate," Leo explained as several aircraft flew overhead, fighters soaring into the sky.
"I'll see what I can do to smoothen the process, but do we have any good propaganda to encourage people to migrate here?" I asked.
"Other than job opportunities, nothing else," Leo replied.
"Can we cultivate the land?"
"Theoretically, in the northern region, but it's too far from here."
"Let's build a railway then," I said. "Have them free farms and work at the same time."
"Hmm, I'll call Sir Nathan for confirmation and to check the availability of rails and manpower for your idea, Mr. President," Leo responded.
Then we arrived at the largest building, a multistory structure with ten floors. As we walked in, I realized there was no elevator. My legs— I hate stairs. By the time we reached the seventh floor, we finally arrived at a spacious room filled with a large round table, numerous seats, maps, and what seemed to be operational charts.
